Unlawful Building

From April 2010, unlawful buildings identified monthly in the regional territory are recorded in the online data base CON.AB.ED ("CONtrasto ABusivismo Edilizio"), in which data about each unlawful building that has to be transmitted by the municipal secretaries to Regione Campania every month, are published according to what is required by the current regulation (Decree of the Regional President n. 380/2001, Regional Law n. 10/2004, Decree of the President of the Regional Executive Board n. 634/2003) and by the Managerial Decree n. 22/2010.

The online diffusion of these data, apart from reinforcing preventing and dissuading actions for unlawful constructions in the territory of Campania and reducing the expensive operations for the demolition of the buildings, also acts as notification to the firms providing supplies and disposal services (electricity, gas, telephone, garbage, sewage), so that they do not accept provision requests from the authors of the violations, and notification to Local Health Authorities, for the verification of the possible health hazards deriving from wrongful connection works.  

As for territory control and suppression of unauthorised building, Regione Campania has also realised, in cooperation with the Marsec (Satellite Remote Sensing Centre of the Province of Benevento), the project Mistrals for monitoring the entire regional territory at regular intervals, and the subsequent identification of all the transformations occurred to the soil and the possible unlawful building.

Each Municipality can access the satellite images of its territory through the website www.mistrals.it, with the technical and administrative support of the Service of Surveillance and Suppression of Unlawful Building of the Regional Executive Board of Campania.

In this way, Mistrals can be used also for monitoring continuously the actions for local development and the realisation of regional economical and urban planning, offering Municipalities an updated cartographic base to edit instruments for city planning, in order to have an efficient information support for the territory government.
