Consistent with the provisions included in the acts of regional land planning and pursuant to national and regional regulations, Provinces and Municipalities provide for the territory planning of the respective areas, according to what is stated by the Regional Law n. 16/2004.

Provincial territory planning realises itself through the Territorial Plan of Provincial Coordination (PTCP) and the Provincial Sector Plans (PSP). The Territorial Plan of Provincial Coordination includes structural and programmatic regulations, while the Provincial Sector Plans, which regulate specific interests and activities related to land use, integrate the PTCP and are consistent with its regulations.

Municipalities plan their territories consistently with the provisions of the regional and provincial land planning, through the Municipal City Development Plan (PUC), the Implementing City Development Plans (PUAs) and the Municipal City Planning-Building Regulation (RUEC).

Regione Campania grants financial aids to Municipalities in order to push them to provide themselves with these new general planning instruments. In granting subsidies, priority is given to Municipalities devoid of general city planning instruments, with a population of less than 10,000 inhabitants, and those which resort to associated inter-municipal planning.
