The reuse of properties confiscated from camorra for social purposes is part of the strategy that Regione Campania develops to give the assets taken from organised crime back to the citizens of Campania.
In our region the number of buildings confiscated from camorra is considerable. Just think that Campania is second only after Sicily for number of confiscated buildings. The assignment of this property to local administrations, so that they could give it back to the community and to legality in a short time, becomes quite difficult in certain cases. In fact, not always the high quality and quantity of projects for the reuse of confiscated property corresponds to an adequate maintenance of the confiscated buildings. The inactiveness that can affect local administrations in restoring the functionality of the property, because of economical and time problems, might frustrate the legal action and, most of all, cause an understandable mistrust in the citizens.
Regione Campania reacted to these problems with the Regional Law 23 of 12 December 2003, which represents an instrument of support to Local Administrations engaged in urban safety projects. Among other things, it considers a financing line for supporting programmes for the reuse of confiscated properties assigned to Municipalities.
With the project for the reuse of properties confiscated to organised crime, Regione Campania won the 2005 edition of “Regionando”, the annual prize promoted by the Public Administration Forum, joined by the Regions that have realised safety policies projects.
