Crop protection
Crop protection is included among the tasks of the regional Administration for Agriculture. It means that it provides the typical functions of the EU legislation and of the International Convention on plant protection regarding “plant health measures to prevent the entry and spread of new pests of plants”.
Thus, it checks entrance points of goods, supervises production and movements of spread material, monitors the land for known plants main problems.
The Regional Phyto-sanitary Service is the relevant organization that involves several central and branch structures of the regional Administration. Particularly, centrally this issue is implemented and coordinated by the Sector Experimentation, Information, Research and Consultancy for Agriculture, and on land it is carried out by technical and inspection manpower from the Provincial Technical and Administrative Sectors for Agriculture – Provincial Centres for Information and Consultancy for Agriculture (STAPA- CePICA).
The tasks of the Regional Phytosanitary Service can be listed as follows:
- Monitoring activity of import, export and transit of plants and plant products: inspections, checks and issue of relevant phytosanitary certificates;
- Monitoring of plant nursery and supervision on plants regulated by EU directives, during the production and trading stages: entry in the Official Register of Producers (R.U.P.), issue of authorization to use of plant passport, checks of producers and importers EU of controlled plants;
- Monitoring of the health conditions of crops: study of diseases, implementation and disclosure of relevant protection methods for plants problems, enforcement of mandatory decree of control;
- Enforcement of EU laws for marketing of ornamental, vegetable and fruit plants reproductive material;
- Guidance service through the Regional Plan for Integrated Phytopathological Fight (PRLFI) and specialized plant health support.
The regional Plant Health Service includes the Regional Phyotpathological Lab, located in Via Don Bosco 9/E Naples that carries out plant health diagnostic activities to support:
- Plant health Guidance by technicians who work in the Agricultural Development Service;
- Checking vegetables and vegetable origin samples as provided by legislative decree no. 214 of 29/08/2005, carried out by plant health inspectors on import, export and transit materials at entry points of European Union in Campania and in the nursery gardens;
- Monitoring carried out on mandatory control or quarantine pests.
